"Dem member response: 'If we put it in, will you vote for the bill?'
"GOP member:  'You know I can't vote for the bill.'
"Dem member:  'Then why should we put it in the bill?'

This is a clear example of what is going wrong in our system. When a party enforces applied nihilism as a political tactic you end up with deadlock. And this deadlock isn't even seen as the means to another a different end. The deadlock is the point.
